This was Steve Keeter's initial attempt at reviving the BPP under the name Blue Phoenix Publications, so named in the hope that the defunct group would rise again from the ashes. He renumbered the newsletter as Volume 2, which would begin a tradition of renumbering the issues with a new Volume number to distinguish the tenure of each Chairman. (By the late 1970s the Volume number became less visible, and abandoned by the mid-1990s.) Steve mailed this issue out to the original members of the BPP, as well as his fellow new BPP members Frank Miller and Mark Proskey, but Miller and Proskey were the only ones to reply. Given this lack of response from the group, Steve was discouraged from publishing a second issue for several months.

Since the old members of the BPP were uninterested in reviving the group, Steve decided to reach out to a new group of potential members, mailing this issue out to the following nine people: Brent Anderson, Frank Cirocco, Kurt Erichsen, Jim Main, Frank Miller, Jack Monninger, Mark Proskey, Steve Shipley and Rod Snyder. Of these nine recipients, only Erichsen, Main, Monninger and Snyder decided to join. A photocopy of the 2-page newsletter was printed in T-Frags #107 (August 1988).
